Digitizing the archive will allow scholars far from the capital to inspect records once available only by appointment. That access is a major achievement. Yet the online collection reproduces the archive's original exclusions and adds a new one when curators scan the easiest boxes first. Wider access to a partial record is progress, provided the partiality remains visible.
