An online enrollment form automatically placed employees in a retirement plan unless they checked a box to leave. Most did nothing and remained enrolled. Inaction was designed: the form's default converted passivity into a particular outcome. Because every choice architecture must specify what happens when no active choice is made, a neutral default is difficult to define.
