Organization theorists propose a codification-turnover model of institutional memory. Employee turnover removes tacit knowledge held in personal experience, but written procedures and shared databases can preserve knowledge that has been articulated. Codification is most useful for stable, repeatable tasks; novel judgment often remains difficult to write down. The model predicts that turnover will harm units with uncodified routine knowledge and units dependent on expert intuition, but for different reasons. It also predicts that documentation can reduce, not eliminate, vulnerability to departure.
