Text:
Fish ladders were designed to help migrating fish move past dams that blocked their traditional routes. In some rivers, however, the structures also give nonnative species access to habitat they previously could not reach. Managers now evaluate a ladder not only by how many fish pass it but also by which species move in each direction.
Which choice best characterizes how the author uses the first two sentences to introduce the discussion of unintended effects of fish ladders?
